You can tax anything and everything so long as the policy is passed. Student loans and mortgages? Exempt them. Medical or legal expenses? Exempt them.

You were offering exemptions to your unrealized gains tax but don't understand that they could carve out exemptions to loans? I would be fine with either route as long as we also start recognizing stock options as income for purposes of income taxes as well.
