theyre locked because thats what people steal. because we are so poor people cant afford the basic necessities. we dont need 6 vacuums, but we do always need cleaning and hygiene stuff

every target is different, they lock up whatever gets stolen the most. at mine, they lock up the men's razors, but not the women's. & they only lock up like half 🤷♀

Each store has different things in the locked shelves. What is in them tells us which items are stolen the most at that particular location. As far as the detergent goes, people have been opening them up and filling the one they will buy to the max, leaving the other one with less. This has been the response to the shrink-flation issue we are experiencing.
