To the Federal Government of Somalia To the Somalia Human Rights Commission To the United Nations Human Rights Commission To All United Nations Agencies Operating in Somalia To Amnesty International To Human Rights Watch Date: September 29, 2025 Urgent Appeal for Accountability Regarding Atrocities Committed by Former Southwest State Forces under Abdiaziz Hasan Mohamed Laftagreen in Lower Shabelle, Somalia The permanent executive committees of Dooy Shabele State vehemently condemn the recent massacre orchestrated by Abdiaziz Hasan Mohamed Laftagreen, the former president of Southwest State, which tragically resulted in the deaths of thirteen civilians, including children, women, and the elderly. The diaspora community of Lower Shabelle, scattered across the globe, urgently highlights the alarming human rights violations committed by Laftagreen’s forces, particularly the Darwish units, in Lower Shabelle State, Somalia. These violations include extrajudicial killings, forced displacements, land seizures, and systemic intimidation, all of which have severely impacted civilian populations, especially minority clans. A particularly distressing event, known as the Gareeri massacre (September 2025), exemplifies these abuses, wherein thirteen innocent pastoralists, including children and their parents, were brutally killed by Laftagreen's forces. Reports spanning from 2023 to 2025 have documented numerous instances of extrajudicial killings, arbitrary detentions, and clan-related violence in the Walanweyn district, as well as raids in Qoryooley that have led to disappearances and instances of torture. Militias connected to Laftagreen have forcibly appropriated farmland and livestock in Janale and have seized civilian properties in Baraawe, resulting in the displacement of many families. Concurrently, reports of extortion, physical violence, and sexual assault persist along the Afgooye corridor. Moreover, on September 3, 2025, Colonel Noor Katkar was reportedly assaulted by the Southwest State Darwish militia in the Baraawe district, underscoring the ongoing abuses and the alarming lack of accountability in the region. Civil society groups report that in 2024, three civilians were killed by Southwest Darwish forces in Baraawe, one of whom was horrifically hanged inside the Baraawe police station in the presence of Mohamed Ali Gud, the local police commander. Laftagreen has also incited clan-based violence in Diinsoor, backing the Geledle clan of the Rahanweyn groups in their attempt to usurp control from the Dabare clan of the Digil groups within the Diinsoor district. The local militia of the Dabare clan, known as Waran Mataay, successfully repelled the Geledle militias, which are reported to have affiliations with Al-Shabaab, resulting in numerous deaths and displacements. This violence is intertwined with the emergence of a self-governing entity formed by the Digil clans, specifically the Dabare and Digil, known as Dooy Shabele State of Somalia, which encompasses two regions: the Dooy region, with Diinsoor as its capital, and the Lower Shabelle region. Furthermore, Laftagreen has instigated clan conflicts in Yaaqbariwayne, pitting the Gaaljecel local Macawisley against the Shantala Alemod clan, creating land disputes that have led to considerable civilian casualties and displacements, as well as escalating clan tensions. He has also incited gun violence in Qoryooley between the Jiido and Garre clans of the Digil groups. Reports from civil society indicate that Laftagreen's administration has not operated in Qoryooley since the formation of Southwest State a decade ago; instead, the district is controlled by forces from Dooy Shabele State, who liberated it from Al-Shabaab.
