Earth will have to be united before stuff like that becomes possible. You'd need a uniform and equal earth where every single citizen will be taxed 0.1% of their income to be invested into a space exploration project. But we'll blow ourselves up with nukes before that happens

money will be the motivator, as soon as we earn a profit on materials from the moon for example, a multi billion dollar company will take it on and start the first mining operation. which allows us to use that tech and go even further
