I feel like maybe his previous owner passed and maybe they either didn’t have relatives to claim him or the relatives didn’t want him. He seems like he’s mourning. So sad!!!

After a few years working in rescue, it occurred to me that many of the dogs we were fostering did not recognize English as a human language. You might try finding some local TV stations in Spanish, French, Chinese, etc to see if any of them seem comforting to him. Doing most of our rescue work in Houston, I quickly learned many dogs I worked with spoke Spanish!
