fresh plastic bumpers have this weird oil on them and if you don’t clean it right before paint it will look like that

Solvent basecoat lifting primer, to avoid build up the layers slowly. If you load it on like that on first coat it’s not gonna dry before it lifts the primer like that.

Crazing: caused by applying heavy, solvent base materials on top of a finish that has not fully flashed or cured. Thus a chemical reaction begins to reactivate the finish that has been applied to thus resulting in the crazing effect.
