There's a mod to cast revivify on npcs. I got it cause Wyll kept dying before I could meet him on honor run. Only a few corpses can be returned though, the bodies reanimate, but there's noone home

To my knowledge the only feat that can take any stat over 20 is actor. So you can use the hair to get to 22.
