Tool rigidity via type of tool holder and tool projection are a big factor. A lot of data sheets are off ideal conditions but average setups require additional stick out. Mill chuck or Hyd holder -shrink fit vs ER collet holder ect. Tool deflection and runout are a bigger deal that most assume

Ah yes, the data sheets that tells me to run my tools for 3 minutes and then throw it away, I tend to ignore them entirely and go off feeling and known data.
