The emperor was elected by powerful prince-electors, most of whom had no interest in being governed. He couldn’t raise taxes or field an army without their consent. At one point, Swiss peasants crushed imperial troops so decisively that Switzerland just… left the empire. No war. No treaty. They just exited, and no one could stop them. The Imperial Diet, the empire’s supposed governing body, passed a law in 1495 banning private wars. It was ignored almost instantly. Some parts of the empire remained locked in feuds and skirmishes for centuries. The Imperial Abbey of Baume-les-Messieurs even forgot to send taxes for over 150 years—and no one noticed. Voltaire said it best: “This agglomeration which was called and which still calls itself the Holy Roman Empire was neither holy, nor Roman, nor an empire.” And yet, despite its absurdities, it endured for nearly a thousand years.
