technicals arent used in the way you think. Imagine an ml model thats trying to anticipate how much yield a farmers batch will have so that quants can anticipate company performance based on the firm fundamentals. Rather than plugging in all the numbers, it'll likely perform better if you input summary stats for specific features(features engineering) aka technicals and more

The concepts work in someway. i saw trading floors with my own eyes. Banks obviously trade algo in 99% of the cases. The non istituional scalpers use volume and orderflow. Its the only what to see if the market is imbalanced or in balance. And it’s the only way to really understand who is stronger in key zones buyers or sellers. everything else could work but it’s not professional.
