The House on Thursday narrowly approved the Senate-passed Republican budget resolution, unlocking reconciliation powers that will allow lawmakers to later pass President Trump’s domestic agenda with a filibuster-proof bill.   The vote was 216–214, with two Republicans joining all Democrats in opposition: Reps. Thomas Massie (KY) and Victoria Spartz (IN).   Passage came after Speaker Mike Johnson (R-LA) postponed a vote on Wednesday night due to a lack of GOP support. The Senate passed the measure, 51–48, last week with two Republican defectors: Sens. Susan Collins (ME) and Rand Paul (KY).   The resolution serves as a blueprint for congressional committees to craft tax and spending legislation that will be able to avoid the Senate’s 60-vote filibuster threshold, meaning it can pass on party lines.   It directs committees to slash taxes and cut spending while increasing funding for the border and military.   It also calls for the debt ceiling to be lifted by as much as $5 trillion.   The measure gives each chamber different targets for cutting spending: House committees are directed to find at least $1.5 trillion in cuts while Senate panels are mandated to slash at least $4 billion in spending.   It also includes an unconventional accounting maneuver known as “current policy baseline” to permanently extend the 2017 Trump tax cuts. It assumes that extending the tax cuts would not add to the deficit despite estimates that it would cost around $4 trillion.   There was serious pushback from House Republicans on the Senate plan, including from Budget Committee Chair Jodey Arrington (R-TX) and Freedom Caucus Chair Andy Harris (R-MD).   They took issue with the current policy baseline tactic as well as the considerably lower spending cuts for the upper chamber.   Senate GOP leaders insist the lower numbers are merely a minimum target designed for maximum flexibility, but House budget hawks were distrustful and argued the plan would explode the national debt before eventually falling in line. #houseofrepresentatives #congress #cspan
