I had this conversation with folks some other time; Power and Authority are different. Authority is power but not the other way. You could be powerful but lack Authority. Authority is legal, it's accepted. Power is influential tho, and can traverse jurisdictions, that's why folks would rather be RICH/WEALTHY. Authority is limited because it has jurisdiction, it's legal and has to be accepted.

Your points at the beginning and end are especially salient. T doesn’t want/need you to remember his crowning policy (spoiler: there isn’t one) because, as you said, power insists on itself. He is fine being simply remembered as “powerful”
