Quran is not banned in China. It's likely an issue that they're not sure if it a tally is the Quran or is some kind of subversive translation. Also, while the communist party is in power in China, they're not really communist anymore. Authoritarian, sure, but more capitalist than communist. And yeah they are touchy with maps and tibet... but so is Pakistan with Kashmir.
