It’s called an expansion tank its take the heating pressure off the tank, with new heaters if you don’t have one your tank will leak.

So my understanding, if you are on well you do not need (house has expansion tank already) required with city water because newer meters have internal check valve, so the thermal expansion has no where to push back to
