I think polarity was able to break his control due to the micro tears in his brain stopping cipher from keeping a good grip on him. Also the stress of this situation let him unlock the ability to push with the magnetic field like magneto

I think that the seizures and tears in his brain are because he’s using his powers wrong/not using them fully. I believe when he pushed cipher he was using them to their full potential
