You need to change the Ballast in the fixture.

The ballast is going out. In between the two bulbs of a metal shroud that conceals and protects the wiring and ballast. They still sell certain models at home depot if you don't want to just replace the fixture.

it could be the ballest but if you are using the led bulbs it will also do that. the bulbs need to be compatible
