Nah, Naruto was serialized in the US version of Shonen Jump starting in 2003. It's not a time discrepancy, it just implies that Channing Tatum was such a huge weeb that he somehow imported a Naruto hoody from Japan based on the first few issues of its manga run.

Naruto was really big even before its american release. I remember a ton of merch back then even in 2004. Anime nerds never really limited themselves to official releases and the Manga was a huge success here. It's also around the same era stores realized they could capitalize on it thanks to Pokémon, Yu-Gi-Oh, Sailor Moon, and Dragonball. You could buy posters at Walmart.
