as weeb in 2004 and still it was difficult but it wasnt hard in my HS we had people going to Japan and bringing stuff back we had Japanese students and Chinese students who would have family members send them stuff that friends wanted. and of course a few sites did exclusive sales of stuff from Japan and china

You might be misremembering because you were young at the time but Anime merch had been available in the US For a very long time. There was a surge of product availability in the the late 90s and early 2000s. This was due to dragon ball z and Shonen pushing the jump manga in America. Infact anime merch was widely available in notable stores like FYE (one of the dirt places to sell anime merch in America) followed by hot topic, Spencer's gifts, anywhere teenagers would go because that was the target audience. The first place I got anime merch (my digimon cards) was actually in a toy shop. Incant say for sure if Naruto would be in a toys r us but considering the shirt is using manga cover art and not the series syndication then I'd say the director was paying attention.
