Professional trainers often use them at extremely low levels, just enough for the dog to feel a mild tap (the equivalent of a light touch on the shoulder) which is used as a harmless warning signal. But if Hasan insists that he’s using a vibrating collar and not a shock collar, he needs to explain why his dog yelps every time it’s activated, because that is not a normal reaction for a simple vibrating collar.
