I agree with you and would like to add that ultimately we are all human and prone to behaviors that are either inate or nurtured over time and then triggered by various stimuli amongst which could be the influence of an invasive substanceseg alcohol.
Let me also add that while substance abuse is a huge threat, its only a symptom of a deepe underlying malaise. This was just the overt evidence of a larger problem.
While handling the substance abuse we need to also address the deeper underlying issues.
That said we need to also face a long standing challenge among many Ugandans which is lack of emotional control and self control.
This public erratic behaviour comes not long after the lady who publicly assaulted a Traffic Police officer. And so many others that we've seen lately thanks to social media. Its a depiction of a societal problem we are facing in many adults of a particular age bracket...... a complete lack of self awareness in age a few. This can be evidenced in many common places eg Traffic, Bank Halls, Public offices, Parks, Churches etc. Peope seem to have lost the meaning of plain and simple manners and yes with some of them money and power creates a sense of entitlement and impunity. Our education and cultural upbringing has long neglected age-long tried and tested training and upbringing in childhood that included social behaviour, courtesy, responsibility, self awareness etc. Very few here in the same situation and facing similar circumstances would act any differently. I shudder at how some people behave in public especially when things don't go their way.
We are in a reactive mode of dealing with outcomes while it would be best to go back alot further and address our current parenting trends and see what is creating such characters. Its not too late to reintroduce such cautious upbringing in our children such that they become more responsible and self aware adults irrespective of their personal challenges or status. Let's nurture more well rounded and self aware generations because all we can do for the current situation is react to an already ingrained behavior hence the need for interventions as @Bill Bekunda mentioned. As for Parents...
