This is just babytalk but for Adults. Let me explain: the lips and the talking mannerism stems from the dreadful art of talking to toddlers with a high pitched voice and gibberish words. If you then lower the voice to your normal tone and speak just normal sentences it becomes very submissive and soft because we still connect this to be spoken to as a child
