Pennies are legal tender but business or government offices can refuse coins including pennies. Anyone who argues that they have to accept pennies because they are legal tender is wrong.

If they refuse to tke your legal tender, ask for it in writing and take them to court to have it removed from the debt or bill or charge or judgements. If they refuse, it's as of they accepted and it must be deducted from what is owed. (UCC 3 603 b)

just don’t mark the ticket as paid until you have enough time and resources to count the unrolled coins and provide a receipt. if that takes a few days and the ticket racks up late fees then so be it.
