The difference is the Americans with Disabilities Act, ie ADA. Business are legally required to allow service dogs. Some bars are required to not allow anyone under 21 on premises, depending on where you are. So yeah, your logic is on point

It’s never ok to bring a child into a bar. Just because entitled parents usually try to police other adult’s behaviour around the child… the child should not be there! Let the patrons curse and be loud in peace… also yeah more pet in bars and less kids.
