I was a contractor for USAID and a former Peace Corps Volunteer and trainer… I know first hand that USAID had issues. Nevertheless the program did help save lives and overall did valuable work that did benefit the poorest countries and their people.

To be fair, it's not America's job to hold together struggling countries, nor was it ever. That's just a strategic device to maintain stability and economic dependency as a way to in one way or another align with American interests.
