The ground insulates the garbage from the sun, in Arizona the heat can get so intense that it starts fires. This keeps the garbage at a cooler ambient temperature, and protects it from coyotes and other animals.

Not Arizona just Sun City. Its a retirement community.

Mainly in retirement communities. Green Valley south of Tucson had these as well as Sun City north of Phoenix. Small households no need for large bins

this isnt all of Arizona. this is just one specific city. it's a city where only people over like 55 are allowed to live.
