The message was constant throughout the show as more and more ppl found out Teddy was CIA.
THE CIA/GOVERNMENT ALWAYS WINS
1. Franklin was going to let Teddy walk
Franklin was breaking his word to Oso by letting Teddy walk after the transfer. He foolishly believed Teddy would let it go. Franklin was delusional thinking he could outmaneuver the CIA or Teddy. He was desperate and making hasty choices for money. When does Teddy ever let things go? Franklin killed his father and threatened his ex-wife and son. Teddy was 100% going to come after Franklin, Leon, his family, and Oso.
2. The money made Franklin a target
The war in Nicaragua was ending, and Franklin's millions were direct proof of an illegal CIA operation on US soil, something the CIA killed people to cover up. That money made Franklin the most dangerous man in the world to them. He would've had the DEA and LAPD after him, and if he got arrested, he had evidence of a government scandal. His records and story alone made him a massive CIA target.
3. Cissy’s timing was crucial
Havemeyer, Teddy's handler, knew Franklin wasn’t involved with Cissy shooting Teddy because Franklin never wanted Teddy dead before the transfer. If Cissy shot Teddy after the transfer, the CIA would have seen it as betrayal and eliminated both of them. With Cissy in prison and Franklin broke, they aren’t threats. If they talked, no one would believe them. Cissy didn’t ruin Franklin. Franklin ruined himself. The $37M would have made him a government target anyway, but he still had other assets, Spring St, properties, and savings. Veronique even said he could live comfortably. But his obsession with the $73M blinded him. To Franklin, it was all or nothing. If Teddy transferred the money and walked, we’d have seen another Alton situation. Teddy would have killed Franklin, Veronique, and his son.
