No, streets are closed through permits and are typically a service cities provide along with the permits (there are fees for the permits, but not super expensive). The fees for entering are primarily to raise money for whatever charity they are raising money for, pay for employees of the organization (not including day of volunteers, obvi), marketing, bibs and tees, whatever else they decide to “hand out” during the race, and the headquarters where the org is based out of. But the bulk of the money they make comes from advertisers and sponsors (the tents you see at the start and finish line).
