I grew up hearing stories from communist Poland about how art was used as a counter to the communist regime. There were a lot of things that were formulated in a way that they wouldn’t get censored but the messages were anti government. I feel like it’s the same case here.

In real life, when the government is involved, even grear stories can be rejected without some pro military scene. So, I wouldn't be shocked if the only reason this got a pass was because of the ending were the Fire Nation won.

the video game starts with an earth kingdom play writer talking about the fire nation version. it does seem that these theater groups do strive for accuracy. in the end it could be a small collection of all the issues you mentioned.

And this happens in real life ALL THE TIME! Artists hide in plain sight their criticisms to the regime. Probably the best era of Brazilian music is when we were under military dictatorship and censorship. Their lyrics were full of criticisms but the censors were too dumb to catch
