Yes that was exactly the reason. Since Sainz wasnt able tot take it completely outside of the blue area, they had to call a vsc for safety reasons.

He is not completely behind the barrier. And it was fine until the brakes caught fire, and Marshall's had to walk around it from behind the barrier. This in combination with previous miscommunication when Marshall's walked on track in front of Lawson's car, (lap3) , made them decide to put the VSC.
