This proverb isn't correct with all facts. It's possible that the Hunter treaded his wild catch with a goat on this way back home. (it's a 50-50 chance)

That proverb means someone who gains success or wealth too easily or suspiciously is likely dishonest. In other words, if a hunter comes home with a goat — an animal he normally wouldn’t hunt — people will suspect he stole it. So the proverb warns that suspicious success often reveals wrongdoing.
