This is in Laguna Beach, CA, the Aliso Beach Berm. The City has a sign posted there that says do not break the berm. This is releasing a ton of pollutants into the ocean. All of that water behind the berm is stormwater runoff. Stormwater is highly polluted - it picks up pet waste, fertilizer, oil, pesticides, dirt, bacteria and other pollutants as it makes its way through storm drains and ditches to nearby streams and rivers.
