To say its illegal as a blanket statement is not coherently true. If you’re someone who eats spicy food on the regular basis or you thoroughly enjoys spicy foods. There is no way to prove thet you made the meal intentionally to harm the thief. However if you hardly ever made spicey food and then one day you make your meal extremely spicy it can be viewed as assault . THE PROBLEM IS NOBODY CAN EVER PROVE INTENT.
