I know you have to be able to tap the drill to get the effect. Can I use something to copy the reflexive trigger, like Peter Parker's Camera, in response to the reflexive trigger going on the stack?

What’s important is that you don’t have to choose the target when the ETB trigger goes on the stack. This gives you the opportunity to activate the ability to remove hexproof from your opponents’ permanents before resolving the ETB trigger and tapping the Drill, which then puts the destroy target creature reflexive trigger on the stack.
