I don't back it but it's not that new Canada has an exit tax US tax their citizens anywhere they are and you have to give up your citizenship to do it France is thinking about bringing something similar UK is just saying look, you got to where you are using our services you can't just leave and stay reaping the benefits, I don't agree but it's not new
