I dont know why there has to be an investigation. The cops had the sirens on and driving at a higher speed to get to the scene. How could they see the guy in the middle of the road?

doesn’t matter if the guy was in the middle or not you don’t know the circumstances of the situation. Speak your opinion, but don’t state things as a fact. For all we know he coulda been listening to music while crossing the street while skateboarding(jaywalking is legal now in California under the Freedom to Walk Act, and in this situation it looks as if he stayed in the middle to avoid the cops. And to him he did it safe and maybe wasn’t able to calculate the moment the car would reach him. I wonder why the police just decided to go in the median right at the moment where the skateboarder was.
