In Islam, when a woman chooses to wear the veil, she does it out of love for Allah, not out of force. Islam never compels her. Her choice not to cover would not harm or affect Allah in any way, for He needs nothing, while we are the ones in need of Him. Every act of worship we do is for our own soul, for our hope of Paradise. And even then, only through His mercy will we enter it, because perfection is beyond us, but striving for His pleasure is what truly matters.
