My theory the swans were some sort of hunters in the past. It’s why Edward can’t hear Charlie’s thoughts clearly and can’t read Bella’s mind at all. Plus Charlie has seen things who’s to say he is probably the one keeping the balance of the town and keeps the werewolves close because he knows the cullin are not normal he knows they haven’t aged 😚bully more likely told him the same story too on the cold ones to warn him to keep away
