They don't necessarily determine guilt or innocence. The emails indicate that at the minimum, Trump knew. Which would make him complicit and therefore guilty. Though if there's some evidence of duress, blackmail or other nefarious things, (which there could possible be based on the "dog that gasnt barked" comment) then it **could** change things. But I don't see anything coming from this because government officials are hardly ever punished
