The president is not diverting anyone's attention from the election but he was merely trying to put an highlights in the disadvantage of Uganda being landlocked, as you know Uganda is a landlocked so it doesn’t have its own coastline to the ocean. Museveni is pointing out that this puts Uganda at a serious economic and security disadvantage, because it must rely on neighboring coastal countries like Kenya for access to seaports. He says things like “how can you build a navy?” because without a coastline, Uganda can’t realistically have a sea-going navy.
