the camera quality already existed, the issue was tvs that couldnt afford to keep the quality of the cameras, after some time passed tvs got better in receiving high quality and nowadays you can have the same quality on a tv as a cinema screen

because back then this was recorded on film, not digitally. Film can be upscaled to 4k and be pristine. digital copies can't quite do that the same way.

It’s just the format they used. If they have this footage in its original form it would all be HD. Even films made in the 40’s converted from film are 4k+.
