Scientist here. It means the hotel likely has copper piping that is corroding. This creates copper chloride which results in that blue color in the water. You’re probably fine if you already took the bath, but I would avoid if possible.

As a housekeeper I do my best to clean it, but there are people that do absolutely disgusting things in the tub. I’ve had to clean doodoo out of the tub before. Even after cleaning it, I personally would never bathe in it.
