Heavy rainfall is anticipated, especially in Caraga and Eastern Visayas, which may lead to flooding and rough sea conditions. Local governments in affected regions are already activating emergency teams and preparing evacuation plans for vulnerable communities. After crossing Mindanao, Verbena is forecast to emerge over the West Philippine Sea by mid-week, where it may strengthen into a tropical storm. While it isn’t expected to bring destructive winds, the primary hazards remain intense rain, possible flooding, and disrupted sea travel.
