How did it spread from concrete building to concrete building? I've never seen a high-rise fire spread like that. I suspect something very dodgy has cost the victims their lives or homes. Horrifying.

These old residential buildings are under exterior renovations. The fire started from the bamboo scaffoldings on the outside of the buildings. Many windows were covered by Styrofoam (to prevent damage from the renovation) and it helps the fire spread even faster.
