Green wire can not be re identified for phase conductor, contaminates in panel (paint). That’s not to NEC standards for workmanship.

I’m a Master Electrician here in Houston where he inspects. Honestly I’m not surprised to see that when it comes to the new neighborhoods. What they don’t tell you the builders hire licensed companies but the companies used unlicensed personnel to do the work. I don’t know how the he’ll they get away with it but they do. Plus how you sale that electrical panel with paint all in it?

You pulling that wire out of the lug while all those breakers in the panel is on is why a lot of electricians think you shouldn’t be in the panel. Obviously this is bad work but you don’t want to just be pulling on wires under load. It’s also doing more than just inspecting if you’re actively removing loose connections

I've never had a problem having my work inspected because I actually take pride in my work & I'm human so I'm not going to say it's impossible for me to miss something, but it doesn't happen often.
I will say that I've ran into a couple inspectors over the years who believed the had to find something to prove they were there. There was one in Hollister Mo 20 plus years ago, we started leaving him 3 "mistakes" that were easily spotted & took 5 minutes to "fix" all 3, he was content with being able to point at something & stopped inventing problems just because he preferred it a different way. Those are the guys that give inspectors a bad reputation, fortunately most aren't like that.
