Well I don’t think it’s right to say the pilots when in previous reports it stated that the co-pilot asked the captain why he turned the switches to cutoff and then proceeded to turn them back on but it was too late

these switches can only be turned on or off deliberately, many airplanes have that design.

Deliberate and accidental are mutually exclusive. The pilot wasn't even aware he'd done the wrong flow and got it crisscrossed in his head. Hardly deliberate, but still pilot error
