File for judicial review in the National Court on the grounds for 1. illegally exceeding constitutional powers by centralizing funds in violation of provincial fiscal equity (organic law) 2. irrationality Allocation so disproportionate no reasonable decision - maker could approve it, given documented provincial shortfalls ( e g delayed PSIP/ DSIP funds) 3. Procedural Impropriety Breach of Natural Justice (s 59 constitution) if affected provinces (e g. East Sepik) were not consulted, or failure to consider relevant factors. like GST revenue drops.
