Kick out any corprorate stores left and only allow in local businesses. Keep some spaces for revolving pop-ups, and don’t be greedy when charging lease spaces. For makers and artists, charge it by a percentage based their last year or two in sales. A central hub for local places would be so awesome.

You can kinda see it at the Vancouver mall. Lots of small businesses but some of them just look like IG brands. it’s still pretty cool that they get a space. Especially with vintage stores being prominent, you could literally turn it into a huge vintage selling market
