Cpl. Stephen Ballard was murdered on April 26, 2017. On that day, just after noon, Stephen conducted a suspicious vehicle check in a parking lot. During the check, a man named Burgon Sealy, who was in the passenger seat, exited the car after being asked for identification and starting shooting at Stephen.
